RTO stands for Regional Transport Office. The Motor Vehicles act of 1988 established RTOs in all the states and union territories of India. Regional Transport Office functions under the government of India and is responsible for issuing licenses, collecting excise duty and selling registrations. Every RTO functions in a particular district.

Functions of RTO Bhopal

Temporary registration of vehicles- Temporary registration off vehicle is done when it needs to be transported from the seller to the buyer in another location where it would be registered with the local RTO. The temporary registration number is valid for 7 days. One needs to visit RTO Bhopal with the required documents. The documents need to be submitted along with duly filled Form 20. The fee, if not exempted, is Rs 50. The vehicle needs to be brought to the RTO for inspection. The documents are scrutinised and registration is done if found satisfactory.

Documents required are as follows.

  • Sales certificate in Form 21 from the seller
  • Road worthiness certificate in Form 22 from the vehicle manufacturer
  • Insurance policy document of the vehicle
  • Pollution Under Control Certificate
  • Copy of design approval of STA in case of trailer or semi trailer
  • Custom clearance certificate if the vehicle is imported
  • Original Sales Certificate from concerned authorities in form 21 in case of army vehicle

Permanent registration of vehicles- In order to obtain a permanent registration certificate from RTO Bhopal, the vehicle owner needs to fill an application in Form 20. The application along with other documents needs to be submitted with the RTO within 7 days from the date of delivery of the vehicle by the seller. The fee as mandated by Rule 81 of CMV Rules, 1989 also needs to be paid.

Documents required for permanent registration of vehicles are as follows.

  • Address proof such as PAN, electricity bill, Aadhar Card, etc.
  • Sales certificate in Form 21
  • Insurance certificate
  • Road worthiness certificate from the vehicle manufacturer in Form 22
  • Copy of design approval of STA in case of trailer or semi trailer
  • Pollution Under Control Certificate
  • Customs Clearance Certificate for impored vehicles
  • Tax to be paid as per Madhya Pradesh Motor Vehicles Taxation Act

The registration number is allotted according to a serial order as mandated by Rule 80. In case of special registration numbers, bidding is conducted by the RTO. A special registration number is allotted to the highest bidder.

The owner of a new vehicle wanting to retain the registration number of the previous vehicle is required to pay half the fees fixed for the said number.

Renewal of RC- The request for renewal of registration certificate must be made to the RTO within 60 days of the date of expiry of the RC. The application for renewal needs to be made in Form 25. The required fee as mandated under Rule 81 of Central Motor Vehicles Rule, 1989 also needs to be paid. The following documents are required for RC renewal.

  • Original Registration Certificate
  • Xerox copy of RC
  • Pollution Under Control Certificate
  • Insurance Certificate

Issuing duplicate Registration Certificate- RTO Bhopal issues duplicate registration certificates in case of theft/loss of the RC or in case of damaged RC. The application for renewal needs to be made in Form 26. If the vehicle comes under Hire/Finance/Lease/Purchase, the Form 26 must be signed by the financier. Fee to be paid is as per Rule 81 of Central Motor Vehicle Rules, 1989. The documents required to be submitted along with the application are as follows.

  • Police FIR if the RC is lost or stolen.
  • Original RC if it is damaged.

Transfer of ownership- If the vehicle owner wants to transfer the ownership of the vehicle to some other individual, he/she needs to make application in Form 29. Application needs to be made in Form 30 if the vehicle is on Finance/Lease/Hire and must contain the signature of the financier. The fee is fixed as per Rule 81 of the Central Motor Vehicle Rules, 1989. The following documents need to be submitted.

  • Registration Certificate
  • NOC if the vehicle is registered in another state
  • NOC from the financier if the vehicle has been covered by finance
  • Insurance policy certificate
  • Proof of residence
  • Pollution Under Control Certificate
  • Affidavit for sale/purchase of the vehicle

Updating address on RC- Changing the address on vehicle registration certificate requires the owner to submit the following documents with the RTO.

  • Original registration certificate
  • Filled up Form 33
  • Attested copy of the address proof the vehicle owner
  • Attested copy of the insurance policy of the vehicle
  • Attested copy of Pollution Under Control Certificate
  • Attested copy of PAN card or Form 60 and 61 whichever is applicable

A fee also needs to be paid for changing the address on RC.

How are private vehicles registered?

The vehicle dealer provides the  registration certificate in case of private vehicles. The dealer registers the vehicle through online dealer point registration process. The fees and tax are paid online by the dealer. The buyer needs to submit the following documents with the dealer who sends them to the RTO.

  • Filled Form 20
  • Sale Certificate in Form 21 issued by the vehicle dealer
  • Road worthy certificate in Form 22 issued by the manufacturer
  • Form 34 signed by owner and financier if the vehicle is purchased by finance
  • Attested copy of address proof
  • Attested copy of insurance policy
  • Invoice provided by the dealer or manufacturer
  • PAN Card or Form 60 and 61 whichever is applicable

The owner also needs to pay one time road tax and prescribed registration fees.

Once the documents are verified by the RTO, the RC is printed and sent by post to the registered address of the vehicle owner.
