The Transport Department of Telangana operates Regional Transport Offices or RTOs throughout the state. The RTOs enforce the various provisions of Motor Vehicles Act, 1988 and Telangana Motor Vehicles Taxation Act, 1963. The Transport Department of Telangana works in accordance with the provisions under section 213 of the Motor Vehicle Act, 1988.

The Transport Department of Telangana has 36 RTOs under it which are spread throughout all the districts of the state.

RTO Telangana Functions

The regional transport offices in Telangana issues licenses of various types, carries out registrations of vehicles, issues fitness certificates for vehicles and issues various types of vehicle permits. The RTOs also collect various kinds of vehicle taxes and levies penalties for various offences under the Motor Vehicles Act. The various functions have been described in detail here.

How to get the temporary registration number in Telangana?

For temporary registration of the vehicle, the owner needs to fill an application in Form 20 as required under Central Motor Vehicle Rules, 1989. The form needs to be marked Temporary and submitted with the dealer or the RTO directly. The particulars asked under items 23 to 32 need to be filled if the vehicle is not a transport vehicle. The fee to be paid for temporary registration is Rs 15/-. Tax is also levied according to APMVT act.

  • Copy of road worthiness certificate in Form 22 issued by the vehicle manufacturer.

How to get the permanent registration number in Telangana?

The application for permanent registration of the vehicle must be made in Form 20. The application must be submitted with the RTO within 7 days of receiving the vehicle. The fee fixed under Rule 81 of CMV Rules needs to be paid along with the appropriate tax as per APMV Act.

The application for renewal of registration certificate need to be made in Form 25. The application needs to be submitted with the RTO within 60 days of the expiry date of the RC. The vehicle needs to be brought to the RTO for inspection. Documents required are as follows.

How to Get a Duplicate Registration Certificate in Telangana?

If the registration certifcate is lost, damaged or stolen, the owner needs to apply for a duplicate registration certificate. The application needs to be made in Form 26. If the vehicle has been purchased by finance or is under Hire/Lease, the application must also be attested by the financier. The duly filled form needs to be submitted with the RTO along with the following documents.

  • Copy of the police FIR if the RC is stolen or lost.
  • The original RC if it is damaged.

How to Transfer of Vehicle Ownership in Telangana?

The process of transfer of ownership of the vehicle registration certificate in case of death, auction or normal transfer have been mentioned here.

In case of normal transfer, the transferor is required to make an application informing the concerned RTO about the transfer. The application must be made in Form 29. The transferee is required to make the application in Form 30.

In case of death of the vehicle owner, the person who comes in possession of the vehicle can use it for three months provided he/she has informed the registering authorities about the death of the owner within 30 days. The application for transfer of ownership must be made within three months. The person needs to make the application in Form 31.

In case the vehicle has been purchased in an auction by or on behalf of the state government or central government, the new owner must apply within 30 days of getting the possesion of the vehicle. The application needs to be made in Form 32.

Documents Required for Transfer of Vehicle Ownership in Telangana

Normal Transfer

Transfer is case of death of the owner

  • The death certificate of the deceased vehicle owner.

Vehicle obtained by auction

  • The certificate or order signed by the person authorised for conducting the auction which proves that the vehicle has been sold to the applicant.
  • Certified copy of the order issued by the central or state government which authorises the auction of the vehicle.

The fee as specified under Rule 81 needs to be paid.

How to update Address on Registration Certificate in Telangana?

If the address of the vehicle owner has changed, then the new address must also replace the old address on the RC. For requesting change in address, the vehicle owner needs to make the application in Form 33. A fee of Rs 20/- is also required to be paid. Other documents required are as follows.

  • Address proof document.
  • Registration certificate.

Process for Reassignment of registration in Telangana?

Vehicles coming from other states need to be re-registered as per Section 47 of the Motor Vehicles Act, 1988. The vehicle needs to be re-registered within 12 months. The application for re-registration needs to be made in Form 27. Appropriate tax also needs to be paid. The following documents are also required for this process.

  • No Objection Certificate from the RTO where the vehicle was previously registered.
  • Residence proof document.
  • Registration Certificate of the vehicle.
  • Insurance policy document of the vehicle.
  • Pollution Under Control certificate of the vehicle.

Process to obtain No Objection Certificate (NOC) in Telangana

Application for issuance of NOC needs to be paid in Form 28. Three copies of the application are required. Other documents required to be submitted with the application are as follows.

  • Registration Certificate of the vehicle.
  • Insurance certificate of the vehicle.
  • Pollution Under Control Certificate of the vehicle.
  • Receipt of payment of Motor Vehicle tax up to the current date.

Driving license issuance

The Transport Department of Telangana issues Learner’s license and Permanent license. Learner’s license is issued for a period of 6 months. Learner’s license enables the person to learn driving a motor vehicle legally. Permanent license can be applied after 1 month of issuance of the Learner’s license.

The person must be at least 18 years of age to be eligible for a driving license. One cannot apply for a permanent driving license without a learner’s license.

Learner’s license

In order to apply for a learner’s license, the following documents are required.

  • A passport size photo of the applicant.
  • Copy of the PAN card of the applicant.
  • Copy of medical fitness certificate of the applicant.
  • Copy of the written consent of the parents/guardians if the applicant is a minor.
  • Copy of the birth certificate/school certificate/affidavit signed by an executive magistrate to establish the age of the applicant.
  • Copy of the address proof such as passport/voter ID/ration card.

Permanent license

The holder of learner’s license need to apply for a permanent license before the validity of the former ends. The person possessing a learner’s license becomes eligible for applying for a permanent license after 30 days from the date of issuance of the learner’s license. The Transport Department of Telangana provides both online and offline method for applying for a permanent driving license.

The various online steps are as follows.

  • Visit the official website of the Government of Telangana Transport Department.
  • Click on the link Fresh Driving License on the left hand side of the homepage.
  • An online DL application form is displayed on the screen.
  • Fill the online form. Details such as mobile number, learning license number and date of birth need to be filled in the form.
  • One time password is sent to the registered mobile number. Enter the password in the given field and proceed.
  • Now you will be required to enter your Aadhar number. Click Submit button after entering the details.
  • An Application Reference Number is displayed on the screen after the application has been submitted.
  • A notification regarding the date and time of taking the permanent license test would be received by SMS and email.

  • Visit the local RTO covering your area of residence.
  • Obtain a form to apply for driving license.
  • Fill the form correctly.
  • Pay the fee at the counter.
  • Submit the form along with the required documents and the receipt of the fee.
  • Application Reference Number is provided by the RTO.
  • SMS/email notification for the permanent license test is received.

Renewal- The application for renewing the driving license needs to be made at least one month before the date of expiry of the license. If the application is made within 30 days after the date of expiry of the license, the renewal will be in effect from the date of the expiry. However, if the application for renewal is made after more than 30 days from the date of expiry of the license, the renewal shall be in effect from the date of receipt of application.

The application needs to be made in Form 9. A fee needs to be paid for the services. Documents required are as follows.

  • Driving license.
  • Form No.1 for self declaration of physical fitness for non transport vehicles.
  • Form No. 1A for medical fitness certificate for transport vehicles.

Transport Department of Telangana provides online service of DL renewal. The steps have been mentioned here.

  • Visit the official website of the Transport Department of Government of Telangana.
  • Click on the link Renew Driving License on the left hand side of the homepage.
  • Click on Yes under the question which asks you whether you have your original license.
  • Next you need to enter your DL number, date of birth, mobile number and the place the DL was issued.
  • One Time Password would be received on your registered mobile number.
  • Type the password and proceed.
  • Now you will be required to upload a scanned copy of your original DL along with the scanned copies of other documents as mentioned before.

The new driving license is sent by post after the verification process is complete.

Duplicate license- The RTO issues a duplicate license if the original license is destroyed or lost, if the license is torn or defaced and when the photograph on the license needs to be replaced. The application needs to made in Form LLD. Documents required to be submitted along with the application are as follows.

  • Original defaced or torn license.
  • Attested copies of license if it is lost or destroyed.

International Driving Permit- International Driving Permits are issued to residents of India holding valid driving licenses. The application needs to be made in Form IDP and submitted with the RTO which covers the area in which the applicant resides. Documents required are as follows.

  • Copies of the driving license.
  • Copies of passport and visa.
  • Copy of air ticket for verification.

Tax collection- The RTOs in Telangana are authorised to collect the following types of taxes.

Q1: Where are the vehicle registration forms available in Telangana?

Ans: The vehicle registration forms can be obtained from any RTO in Telangana. The forms can also be downloaded from the website of the Telangana Transport Department.

Q2: What is the duration of the registration certificate of the vehicle?

Ans: The registration certificate of a vehicle is valid for 15 years from the date of first registration. Thereafter, the registration must be renewed after every 5 years.

Q3: Does the vehicle needs re-registration if it is used outside Telangana?

Ans: The vehicle can be used for 1 year without the need to re-register in any place outside Telangana. After 1 year, the vehicle owner needs to obtain an NOC from the concerned RTO in Telangana and apply for re-registration in the RTO which which covers the place where the owner is planning to use the vehicle.

Q4: How to apply for VIP registration number in Telangana?

Ans: The application for VIP registration number needs to be made in Form RRMA. The VIP registration numbers are sold through auction. In order to register for the auction, the vehicle owner needs to pay the registration fee by demand draft. A VIP registration number is allotted to the highest bidder for that particular number.

Q5: Is vehicle registration compulsory in Telangana?

Ans: As per Motor Vehicles Act, registration of vehicles is compulsory. The ownership of the vehicle cannot be established without a valid registration certificate. The registration number must be clearly visible on the front and rear of the vehicle.

Q: Is vehicle insurance mandatory in Telangana?

Ans: As per section 146 of the Indian Motor Vehicle Act, a vehicle owner must possess a minimum third party liability motor insurance policy. The vehicle, irrespective of whether private or commercial, must be insured. The insurance policy must be carried by the owner whenever he/she is driving the vehicle. Inability to produce a valid insurance policy certificate attracts penalties.
